Bail Out?

I have been thinking on the term (bail out). Isn't this term referred to criminals when they are (bailed out) of prison? When someone commits a crime, the judge puts them in (prison) and someone may go to a (bondsman) and secure a loan to (bail them out), thus being bonded to the bondsman until the person is tried. Now the person who borrows the loan from the bondsman is now (bonded) to the bondsman until the criminal is tried and acquitted or convicted. Is this what has happened? So.........The (white collar) criminals got (bailed out) of their own prison. Who put up the collateral (bail money) for them? Who is to try them for the crimes they committed?
